Inspection of alarm systems for owners' associations and apartment buildings

What residential building management must know about alarm obligations, insurance and maintenance.

Who is responsible for the alarm in a residential building?

Common property of a residential building, i.e. Entrance doors, corridors, basement areas, and external perimeter protection, requires maintenance managed by the building's owners' association. building management or the building's owners' association (SVJ).

If a residential building or the building's owners' association has a shared alarm system, this is the management's obligation to arrange its inspectionExpenditure is reflected in the repair fund or in advance payments.

Legislative obligations

ČSN EN 50131 does not specify who must order the inspection: the obligation typically arises from the insurance policy and the contract with the PCO, not directly from legislation. In practice, however, insurers require that property owner (i.e. The building's owners' association or manager) had proof of inspection.

Without a current inspection report (older than 12 months), insurers may:

  • Refuse to pay an insurance claim in the event of a burglary
  • Increase insurance premiums

Planning and budgeting for inspections

Building management should Schedule inspections in advance. The standard regime is:

  • Periodic inspections - Once a year in an agreed month (e.g. March or September)
  • Price in the estimate - typically 2 000-3 000 Kč annually to the repair fund

When to schedule an inspection?

We recommend carrying out the inspection in autumn (September - October)., so that management has the report before the general meeting and inclusion of expenses in the next year.

If you have a new alarm system, the initial inspection is carried out within 14 days of installation.

Dokumentace a archivace

Each inspection report must be archived for at least 5 years. The administrator keeps it in paper or electronic form as proof of fulfilling the maintenance obligation.

When selling flats in a building or when a new manager takes over, all inspection reports are handed over, including details of the last inspection.

Rights of individual flat owners

Individual apartment owners have the right to view the inspection report and verify that the alarm is functioning. However, they cannot order an inspection themselves without the consent of the management.

If you suspect that the alarm is not working properly (e.g., the siren does not function), Report this in writing to the building manager or the owners' association (SVJ). - are obliged to respond.
